Our Medical Team

Dr. Hari P. Saini, M.D.

Dr. Hari Saini is a board-certified interventional cardiologist who specializes in venous, arterial, and coronary interventions. Dr. Saini began practicing cardiology in 1998 and completed his interventional cardiology
boards in 2000 at Wright State University in Dayton, Ohio. He and his family moved to Fayetteville, NC in 2003 where he began practicing interventional cardiology. Dr. Saini opened Carolina Heart and Leg Center, P.A. in December 2013.

Dr. Fedele, M.D.

Dr. Fedele is triple-board certified in Internal Medicine, Cardiology, and Interventional Cardiology. He specializes in interventional cardiology and interventional peripheral procedures of the legs, arms, and kidneys. Dr.Fedele attended college at Johns Hopkins University where he graduated Summa Cum Laude and Phi Beta Kappa. He went on to receive his medical degree from Cornell University where he was in the top 10 percent of his class. Dr. Fedele received his medicine and cardiology training at Brown University where he co-authored numerous publications which pioneered the treatment of heart attacks which are used today. He later joined the faculty at Temple University and the prestigious Lahey Clinic in Boston. Dr. Fedele has over 25 years of experience doing complex heart and peripheral interventions. He brings this wealth of education, knowledge, and experience to Carolina Heart and Leg Center P.A. He welcomes making Fayetteville his new home with his three children-Michael, Alexandra, and Juliana. His interests include hiking, tennis, swimming, weight and competitive triathlon training. He looks forward to pursuing his professional and personal interests in the Fayetteville area.

Chioma Ohiri Tawose, FNP-BC

Chioma Ohiri Tawose is a Family Nurse Practitioner, Board Certified by the American Nurse Credentialing Center, with Cardiology, Family Health, and Urgent Care experience. Chioma is originally from Montreal, Canada. After spending 17 years in nursing in Texas, she has recently moved and is happy to now call North Carolina home with her family -- her husband, two children, and dog. Chioma completed her Graduate degree at Georgetown University in 2015 and Prairie View A&M University for her Undergrad nursing degree in 2008. She began as a Licensed Vocational Nurse in 2004. She is fluent in English, French & Creole languages with a competent level of Spanish. Mrs. Tawose values most about her role as a Family Nurse Practitioner: patient education for both the patient and their loved ones. She focuses on addressing patient awareness of simple and complex health issues using a combination of clinical and educational tools. Her professional goal includes educating the Cumberland community on the significance of cardiovascular health disease prevention.

Matthew McEntire, PA-C

Matthew is a North Carolina native from Asheville. He received his undergraduate degree from North Carolina University while remaining in the top ten-percent of his class. He remains an avid supporter of the NC
State Wolfpack. Matthew graduated from Methodist University’s Physician Assistant Program, and has also served in Belize providing medical mission work. He joined Carolina Heart And Leg Center, P.A. in 2017 and is passionate about helping patients.

Kimalisa Locklear, FNP-C

Kim is a North Carolina native from Robeson County.  She has been an RN for over 18 years working in a variety of healthcare areas with her main focus in cardiology.  She received her undergraduate degree from George Mason University and is a 2019 Family Nurse Practitioner graduate of South University.  Kim has been with Carolina Heart and Leg Center since 2013.  She is known and loved by many patients and excited to continue to provide healthcare in her new role as an Advanced Practice Provider.

Prathna Raval, PA-C

Prathna is a North Carolina native from Fayetteville. She received her undergraduate degree from Campbell University in Biology B.S in 2015 and masters degree from Chatham University in Biology M.S. in 2016. Prathna graduated from Methodist University  Physician Assistant program in December 2019. Prathna’s passion is to serve others, as she has served in Honduras for medical missionary work and as well served at local community shelters in the area.  Her favorite hobbies are cooking, golfing, and spending time with family. She joined Carolina Heart And Leg Center, P.A. in 2020 and is passionate about serving our community in a growing and wonderful cardiology practice.

Amber Welch, PA-C

Amber is a board-certified Physician Assistant. She earned her undergraduate degree from the United States Military Academy at West Point in 2007. She has over 10 years of military service in the U.S. Army, including assignments at Fort Bragg. Amber completed her Master’s in Physician Assistant Studies in 2020 at Samuel Merritt University in Oakland, California. During her training, she completed clerkships in cardiology and cardiothoracic surgery in North Carolina and California, respectively. Amber is passionate about providing patient-centered care focusing on patient education and understanding. In her free time, Amber enjoys mountain biking and cycling with her husband and paddle boarding with her two dogs.
